There have been significant changes to the statutes governing absentee / vote by mail ballots

APPLYING FOR A VOTE BY MAIL BALLOT-
Any registered voter may apply to the county clerk's office for a Vote by Mail Ballot. Applications must be received in the county clerk's office at least seven days prior to an election in order for a ballot to be mailed to the applicant. Voters may apply for a ballot in-person in the county clerk's office anytime up to 3 p.m. on the day before an election. Ballots issued over-the-counter may be taken directly to the Board of Elections office in the County Administration Building (next-door) to be voted and turned in. Voters also have the option of returning their ballot by mail. All voted ballots must be received by the Board of Elections before polls close on the day of the election.

The County Clerk's Office is prohibited from sending a Vote by Mail Ballot to any voter who is on the
inactive list.

VOTER OPTIONS - Under the 2009 revisions, voters have different options available as applicants for Vote by Mail Ballots.

Single Election - A voter may apply for a Vote by Mail Ballot for any single election by filling out sections 1 through 9 on the application and indicating which election the application is for in section 1. If no election is indicated and no other option is selected, a ballot will be mailed for the next available election in the voter's election district. If the application is for the annual school election, the voter will automatically be mailed a Vote by Mail Ballot for any special school election taking place in the voter's election district until the next Annual School Election.

OPTION A - Calendar Year Elections- A voter may apply to receive Vote by Mail ballots for all remaining elections held in the voter's election district within the calendar year. At the end of the calendar year the voter must reapply to receive Vote by Mail Ballots or vote at their local polling place.

OPTION B - All General Elections- A voter may apply to receive a Vote by Mail ballot for all future General Elections. A voter who selects this option will be sent a Vote by Mail ballot for all future November General Elections until the voter notifies the County Clerk's Office requesting that Vote by Mail Ballots no longer be sent.

PLEASE NOTE - If your mailing address changes or you wish to stop receiving Vote by Mail Ballots you must provide written notification to the County Clerk's Office. APPLICATION BY AUTHORIZED MESSENGER
- Any voter may apply for, and obtain a Vote by Mail Ballot by way of an authorized messenger. The voter must complete section 12 of the Application for Mail-In Ballot. The authorized messenger must be either a family member or a registered voter in the county. The authorized messenger will be required to show a photo ID and sign a certification that he or she will deliver the ballot directly to the voter, and no one else, in the presence of the County Clerk or the Clerk's designee. No authorized messenger may apply for, or obtain, Vote by Mail Ballots for more than 10 voters for an election. No candidate may serve as an authorized messenger in the election for which the voter is requesting a Vote by Mail Ballot.

APPLICATION WITH ASSISTANCE - Any voter may receive assistance in making application for a Vote by Mail Ballot. Any assistor must complete section 11 of the Application for Vote by Mail Ballot, providing his or her name, address signature and date.
