Block Grant Program

Federal funds from Housing and Urban Development (HUD) are awarded as a grant to Burlington County to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.

These Community Development Block Grant (CDBG) funds may only be used to meet broad national objectives as follows:

  • Benefiting low- and moderate-income persons
  • Preventing or eliminating slums or blight
  • Meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs

Process

Burlington County develops its own program and funding priorities, giving maximum priority to activities that benefit low and moderate income persons. Each year, Burlington County Community Development accepts applications for funding from participating municipalities and non-profit, social service organizations. After review by the General Advisory Committee and opportunities for the public to comment, the Burlington County Board of County Commissioners finalizes projects proposed for funding and submits them to HUD for final approval.

In addition to the funding provided to municipalities and non-profit agencies, the Community Development Program funds the Home Improvement Loan Program (HILP), which provides loans to correct substandard conditions in owner, occupied housing.

Federal Labor Standards Provisions

Federally funded construction projects require compliance with the Federal Labor Standards Provisions as detailed in the Housing and Community Development Act of 1974. The following includes highlights of those requirements and are intended to answer general questions. Davis-Bacon Act

Federally funded construction projects whose contract value is over $2,000 must comply with the Davis-Bacon Act. The Davis-Bacon Act mandates minimum hourly payment to all employees employed on the construction project. Although included in all project specifications, it is important to keep this requirement in mind when submitting a bid for any project.

During the course of construction, weekly-certified payrolls are to be submitted to the Community Development Office. This office reviews the payrolls to insure compliance with the Davis-Bacon wages.

Contractor / Sub-Contractor Certification

The Community Development Office is required to collect and report information on all contractors and sub-contractors working on federally financed construction projects.

In order to collect that information, contractors and sub-contractors are asked to complete a Contractor Certification Form (PDF) or Sub-Contractor Certification Form (PDF).
